Salary is $8,160.
W. James Rupell, at present Registrar of the Court of Treasures and Deputy Registrar of the Supreme Court, Hong Kong, is a strong candidate for this promotion. He has entered the service as a Cadet in 1865.

Since then, while on leave of absence, he has graduated with high honours at Queen's University, Ireland, and was called to the English Bar in 1874. He has acted as a Judge of the Supreme Court on several occasions, and as Attorney General in 1878 and in 1881.
Sir J. Hennessy reported that he knew "of no member of the local Bar, or of the Bar of England, whose character, conduct, and legal ability can compare with Dr. Rupell".
